The common point among these places is that they prioritize the prevention of personal information leakage above all else. Because they lack dashcams, if a rider kicks a mirror and flees, they often get away with it.
But in China, it's a different story: every car has a dashcam. You kick a mirror and run? It doesn't matter; the monk may run, but the temple stays behind! By using the dashcam footage in coordination with surveillance systems, arrests are almost guaranteed.
Once, a foreigner came to China for a motorcycle road trip. Not long after starting, he got into a dispute with a car owner, kicked a side mirror out of habit, and fled. He was caught by traffic police shortly after, facing charges of a hit-and-run, resulting in both fines and detention.
